Executive Director - Deborah Blackwell
Deborah Blackwell is the Founder and Executive Director of Peaceful Waters. She is a Certified Addictions Counselor (alcohol and drug) in the state of Maryland. She received a Bachelors of Science degree in Psychology from Towson University. She has worked in the field of addiction for over 12 years and has a passion for helping those in need. She is the Vice-President and treasurer of FACE-IT, a member of the Harford County Mental Health Addictions Advisory Council, the Harford County Women's Roundtable and the Harford Roundtable.

Born in Newark, New Jersey Alicia moved with her family to Harford County, Maryland in 1997. Her desire to help other women overcome abuse came to full circle when she became a volunteer for Peaceful Waters Services in 2008. Her decision to serve stemmed from her own past experiences as a victim of physical, verbal and drug abuse over 20 years ago.
Alicia served as Treasurer from 2009-2011, bringing over 17 years of banking experience to the organization and was voted into office as the President of Peaceful Waters Services in January 2012.

Health Services Administration 15 years experience management of a multi disciplinary team of Early Intervention providers 30 years experience as an occupational therapist Retired as Lt Col after 22 years Maryland Air National Guard, as Health Services Administrator 10 years volunteering with Harford County Christian Jail Ministry Secretary and Marketing Committee President for Peaceful Waters
Treasurer - Yong Marsilio Parlimentarian - Portia McConnell
Married 3 children Occupation: Teacher/ Supervisor Education: Masters Degree in Education (focus, Early Childhood) BS Degree in Psychology AA degree in Ministry Worked as a teacher in both public school and non-profit system for 16 years. A member of New Destiny Evangelistic Church for 12 years.
